Welcome to the latest edition of What’s Up at DAS, the quarterly newsletter of the Department of Administrative Services.
DAS owes its customers a word of thanks for the valuable feedback that hundreds of people provided earlier this spring via our annual customer survey. The survey has provided each of our programs with helpful information about customer service, cost, value and performance. The feedback came at an especially critical time in the life of our agency, as we rewrite our strategic plan for the next few years. To everyone who participated in the survey, thank you. We recognize the extra time it takes for such things and want you to know that we deeply appreciate your efforts. The survey results should appear on our website by the end of the month.

In March, What’s Up at DAS included an update on our transformation efforts, which we’ve dubbed the “Wall-2-Wall Initiative.” Since then, we’ve formed several more “lean” teams around the department to work on streamlining additional DAS processes. You can learn more and meet our Office of Transformation staff by visiting their new website.
I also want to highlight the addition of two new managers at DAS (see full articles below). Julie Bozzi recently took the helm as administrator of the State Data Center and Sven Anderson is the new manager of our State and Federal Surplus Property program. Please join me in welcoming these leaders to their new roles.

HRSD launches classification study
The Classification and Compensation unit of the DAS Human Resource Services Division has begun a classification study for General Clerical and Technical classes, according to a letter of agreement with SEIU.

The agreement requires completion of the study by April of next year. To meet the deadline, HRSD plans to use an abbreviated study process. In May, staff drew a random sampling of position descriptions based on the number of positions in each classification in each agency. Agencies then received the list of affected positions. By mid-June, they will send the position descriptions to the Classification and Compensation unit.
For this study, position descriptions older than 12 months are acceptable if they continue to accurately describe the employee’s work. Agencies also may update position descriptions before submitting them.
HRSD anticipates that this process will require fewer agency resources versus a traditional study process.

New manager of Surplus Property
Sven Anderson recently joined the department as manager of the State and Federal Surplus Property program, a section of the State Services Division.
Most recently, Sven served state government at the Oregon Department of Energy where he worked for four years as the manager of renewable energy. Prior to that, he spent 11 years working as a district manager with the Oregon Parks and Recreation Department. Sven is a 2009 graduate of the state’s Leadership Oregon Program.

Capitol restored after 2008 fire
The fire that damaged the Governor’s suite on August 30, 2008, caused more than $5 million damage. DAS claims management consultant, Ellen Hewitt, coordinated the insurance coverage for the state’s $1.5 million of self-insurance and Lexington Insurance Company covered the balance.
In addition to heavy fire and smoke damage to the Governor’s offices, four floors in the Capitol suffered water and smoke damage. SRG Architects participated in the repair project along with Howard S. Wright Construction and many subcontractors. They finished the repairs in February and replaced exterior marble, floor coverings, historic paneling and artwork, and brought the structure back to its original splendor while maintaining the building’s historical designation.

Risk Management offers agency-specific consultations
State agencies that want to improve their bottom line should consider a consultation with the DAS Risk Control Team. Risk has begun to create its 2010 report on state losses, which positions them to give individual agencies details on the severity, frequency and cause of their claims. In discussions with agencies, Risk uses the report to develop strategies to lessen losses in the future.
Risk Management's consultations include a detailed analysis of tort and workers’ compensation claims that can help agencies identify trends and areas that need focus. Once the agency and Risk identify the priorities, the agency can revise or monitor existing programs, as needed.

Fleet, Facilities sell Portland Motor Pool
After budget reductions in 2009 forced the closure of the Portland Motor Pool’s daily car rentals and repair shop, the DAS Fleet Administration put the site up for sale while still maintaining it as a fuel station for compressed natural gas vehicles.
Recently, Portland Community College bid $3.1 million to purchase the Portland Motor Pool. The college plans to move its industrial welding and other classes to the site.

DAS Fleet has negotiated a short-term agreement to continue fueling of state vehicles at the site until Portland Community College decides whether they wish to keep the fuel station active. Meanwhile, Fleet began to work with its customers in Portland to reassign the remaining compressed natural gas vehicles that depend on the Motor Pool for fuel.
Fleet will notify all applicable drivers when the site is no longer an option to fuel vehicles.

E-Government Transition
State government’s current contract for e-government services will soon expire. With the support of many agencies, the DAS Enterprise Information Strategy and Policy Division continues to lead the effort to establish a new contract.
|
In addition to addressing technical solutions, a recent request for proposals directed vendors to include proposals for various funding models for e-government’s services. A partial or fully self-funded contract would allow the state to move away from the current assessment model based on FTE.
E-Government Manager Wally Rogers is pleased with the number of people participating in the transition project — 29 members across 17 agencies, boards and commissions. In addition, several agency directors serve on an advisory board and the project's core team includes members from the State Procurement Office and the Department of Justice. Even more agency staff stands ready to assist with implementation once a new contract is in place.

The transition project provides state government with the opportunity to upgrade and expand the e-government capabilities available to support agencies. DAS expects to award the contract by February of next year and complete the transition by February 2012.
What agencies can expect
- E-commerce stores that use the "Pay Now" button or a custom app written by E-Government should plan to test the store when it moves to a new e-commerce platform.
- Apps that interact with e-commerce payments will require some coding changes and testing.
- Non-commerce apps will require testing on the new platform or testing of a new app.
- Content on Oregon.gov and the intranet will likely transition to new hardware and software involving a conversion process and some testing; content contributors also will need to attend provided training.
- Enterprise collaboration should experience minimal impact, however new public-facing collaboration capabilities should become available.

Facilities oversees Mill Creek improvements
|

A second phase of construction to improve the infrastructure of the Mill Creek Corporate Center — a 514-acre business park adjacent to Kuebler Blvd. in Salem — will begin this summer. The 2009 Legislature approved funding of the project via certificate-of-participation bonds.
This project will ready the site for future sale and development, and as an added bonus, provide short-term economic stimulus for the Salem-area construction industry. Last year, DAS hired Kerr Contractors to complete the first phase, a mass grading project that relocated and compacted nearly 600,000 cubic yards of soil. Today, all of phase one is above the 100-year flood plain and much of the slope in phase two is level.

This year, DAS will oversee construction of streets, sewers, water lines and other utilities. An invitation to bid will release in early June with an award planned for early July. Once the project is complete, large areas of the center will be shovel-ready for development.

New administrator at the State Data Center
DAS welcomed Julie Bozzi to the role of State Data Center Administrator in April, following the retirement of John Koreski. Julie has served as the SDC Deputy Administrator for the last four years. While in this role, she was responsible for overall SDC operations. Serving as part of the executive leadership, Julie understands the business challenges of the SDC as well as meeting the expectations of customers and stakeholders.
Julie has earned recognition in the private and public sectors for successfully managing large business and IT projects and delivering results in politically and technically complex environments. She achieved this by creating a high level of trust and confidence with employers, customers, peers, vendors and staff. Agencies have regularly sought her out to manage the state’s largest IT projects and initiatives, such as the CNIC project (Computing and Networking Infrastructure Consolidation), which led to her role as the SDC Deputy Administrator. Before that, she managed the application development and project management sections of the Department of Human Services and spent several years consulting on IT project methodologies at ODOT.

A recognized expert and advocate for project management, Julie helped charter the Project Management Institute in Salem and served several years as president. She holds the highest level of project management certification and a Bachelor of Art’s degree in Management Information Systems. She has over 25 years of experience completing successful projects for IBM, Boeing, Westinghouse, Lockheed Martin and the three largest Oregon state agencies.
