Transformation at DAS

The Department of Administrative Services embarked on a transformation initiative in late 2009 to visibly and measurably transform the agency so that it can effectively and efficiently meet the policy and service needs of its stakeholders and customers. Elements of this Wall-2-Wall Initiative, include implementing a new management system and an entrepreneurial management business model.

The Office of Transformation was created to research and begin implementing "wall-to-wall" changes at DAS with an eye to transformative changes throughout state government.

Office of Transformation positions were repurposed at the beginning of the 2011-2013 biennium; although the office itself no longer exists, the transformation initiative is well under way, as DAS works to implement the entrepreneurial management business model, a management system and other aspects of transformation.

Transforming DAS
Through the Wall-2-Wall transformation initiative, DAS is working to maximize its value to customer agencies and the people of Oregon, implementing an entrepreneurial management business model and using tools that contribute to continuous improvement. Some of these tools include a data-based management system with a regular measurement component (quarterly target reviews) and course corrections (fundamental improvement plans). Other tools include daily work-team "huddles" and efforts to "lean" processes. DAS employees are stepping up to the plate to systematically eliminate waste, improve quality, and increase customer satisfaction.
