Mission Statement
The mission of the Dept. of Administrative Services is to serve state government to benefit the people of Oregon.  In support of that, the complementary mission of the State Controller's Division (SCD) is to support and ensure accuracy and accountability in state government financial systems by providing cost effective and efficient services and controls in the management of statewide accounting, receivables, financial reporting, and payroll functions.

The State Controller's Division exists to support and ensure accuracy and accountability in state government financial systems by providing services and controls in the management of statewide accounting, receivables, financial reporting, and payroll functions.
 
The State Controller’s Division is responsible for statewide financial accounting, financial reporting, and administration of the statewide accounting system for state government. It administers the statewide accounting and payroll systems and prepares vendor warrants and payroll checks for state employees.

It prepares the Statewide Comprehensive Annual Financial Report (CAFR); administers statewide central disbursements; and provides professional fiscal guidance, training, and consultation to state agencies.  The State Controller's Division provides financial accounting and budget support to select client small state agencies and the Governor's Office. In addition, the division provides a statewide focus for accounts receivable and electronic government business solutions.
Programs

SCD Sections Description of Responsibilities
Oregon Statewide Payroll Services (OSPS)  OSPS monitors the Oregon State Payroll Application (OSPA) to provide timely and accurate payroll payments for the state's workforce.
Statewide Accounting & Reporting Services (SARS)  SARS is committed to providing assistance to state agencies in support of sound accounting and financial reporting practices. One of their major accomplishments is to work with agencies to provide the state's comprehensive annual financial statement or report, also known as the CAFR.
Shared Client Services (SCS)  SCS provides contracted services to state agencies such as accounting, purchasing, budgeting, and financial reporting.
Statewide Financial Management Services (SFMS)  SFMS provides statewide application (SFMA) policies and procedures to state agencies. They provide services such as changes to system tables, profiles, and parameter updates and controls; system balancing, reconciliation, and general agency support services; system training, system design, change control services, and software production; and systems and support for cash disbursements, cash control, cash management, interface reconciliations, and internal and external cash and appropriation reporting.
Administration & Special Programs  SCD Administration provides division leadership, management, accountability and control. The unit works to ensure that division processes and controls are in place to support the successful operation of the division programs. This supports the DAS mission to lead the pursuit of excellence in state government. 

The Statewide Internal Control Program is responsible for assisting agencies in developing and maintaining effective systems of fiscal internal controls.
 
The Statewide Accounts Receiveable Management Program provides guidance to state agencies in developing and maintaining effective management of their accounts receivable collections.
