Overview
The Oregon State Procurement Office has entered into a Statewide Price Agreement (“PA”) with iLinc Communications, Inc., under which State and local government organizations ("Authorized Purchasers" or “AP”) can purchase Web Conferencing Software and Services. iLinc is a well-documented leader in offering enterprise-class Web, video and audio conferencing software via a Software-as-a-Service (SaaS) rental model, or a traditional software purchase model with the option of hosting by iLinc or an on-premise installation.
The company’s products possess all the general attributes expected in this market space, as well as certain very desirable proprietary features such as the patented “Green Meter.” The Green Meter is an automatic calculator inside the iLinc Web conferencing software that tracks CO2, cost, and travel reductions accrued by meeting online rather than traveling.

| Use of iLinc Price Agreement |

Authorized Purchasers who already have an investment in iLinc products may access the new price agreement through a simple purchase order process. Authorized purchasers who do not have an existing investment in iLinc products may access the contract through one of the following means depending upon the $ value of the planned purchase:
-
$5,000 or less: follow a simple purchase order process,
-
$5,000+ up to $75,000: complete a brand name justification or conduct a “best value” analysis and document it in the contract file, or
-
$75,000+: conduct an informal RFP process publicly noticed for at least 7 days.
Regardless of the $ value of iLinc products and services purchased, if an Authorized Purchaser makes that acquisition through a brand name justification or an informal RFP process, then it may use a simple purchase order process for any future purchases of iLinc products and services.

| iLinc Price Agreement Forum |
|
EISPD and the State Procurement Office hosted an informational forum on November 13, 2009, concerning the purpose, use and vision of the iLinc Price Agreement. During the forum, Representatives from iLinc provided information about the company, its broad base of private sector and public sector clients, and its full line of acclaimed Web Conferencing-related products and services – punctuated with a live product demonstration.

| Audio & Video Conferencing |
|
Since June of 2009 DAS Operations Technology Support Center, the Enterprise Information Strategy and Policy Division (EISPD), the State Data Center (SDC) have been working to transition the Audio and Video services to either an outsource provider or another agency offering these critical services. In November 2010, stakeholders agreed to transition to the Managed Communications Services through Oregon State University.
The transition of service delivery responsibility for Audio and Video Conferencing Services from DAS Operations TSC to OSU Managed Communications Services (MCS) was successfully completed on 12/31/2010.
