For 2011-2013 Budget Development:
Agencies must submit a business case document (in addition to a POP and/or a Form 107BF14 as appropriate) for all major IT initiatives greater than $1,000,000 – regardless of funding source and whether the project funding will be met with base budget, POP, or other funds.
The business case template and worksheets are provided below for voluntary use. Agencies can use their existing business case templates as long as the core requirements outlined on the IT Budget Development web page are addressed.
Off-Budget Cycle (i.e. Current Biennium)
The template and worksheets provided below can also be used in the off budget cycle (i.e. in the current biennium) to satisfy the business case requirements associated with the IT Investment Review and Approval Policy.
* Note that the Microsoft Word Business Case Template contains instructions that appear in the template as italicized text and checklists through out the document to assist you in completing the business case. The italicized text and checklists are intended to be deleted after the business case is completed.
** Note that the Microsoft Excel worksheets contain:
- Sample data for illustration purposes. Please delete the data and reset the NPV values to zero before entering your project data.
- Blue cells in which your data may be entered and yellow cells that are locked and contain automatic formulas.
- dollar amounts in units of $1,000. So, to enter a cash inflow (i.e. financial benefit) in the amount of $3,900,000 the cell entry would be $3,900. To enter a cash outflow (i.e. a project cost or expenditure) the dollar entry should be bounded in parentheses to indicate a minus. For example a cost of $3,900,000 would be entered as ($3,900)
